See Better to Succeed: Making Glasses Accessible for Children in Quebec

Did you know that approximately one in four children between the ages of 5 and 17 in Quebec experience vision problems? Recognizing the critical role good vision plays in academic success and overall well-being, the Quebec Health Insurance Board (RAMQ) introduced the See Better to Succeed program. This initiative is designed to make prescription glasses and contact lenses more accessible for children across the province.

What Is the See Better to Succeed Program?

Launched on September 1, 2019, the program provides financial assistance to help families cover the cost of prescription glasses or contact lenses for their children.

As of April 1, 2023, the reimbursement amount has increased from $250 to $300 per child. This fixed amount is available every two years, ensuring families can regularly update their child’s eyewear as needed.

Eligibility Requirements

To qualify for reimbursement under the See Better to Succeed program, your child must meet the following three conditions at the time of purchase (order date):

  1. Be under 18 years of age;
  2. Hold a valid Quebec health insurance card (RAMQ card);
  3. Have a prescription for corrective glasses or contact lenses from a licensed optometrist or ophthalmologist.

What Is Covered?

The program covers a wide range of prescription glasses and contact lenses, but certain items are not eligible for reimbursement. These include:

  • Glasses and contact lenses purchased outside Quebec;
  • Used glasses or contact lenses;
  • Glasses without corrective lenses, including sunglasses;
  • Over-the-counter reading glasses or magnifying glasses found in pharmacies or retail stores;
  • Glasses designed for sports or recreational activities (e.g., swimming goggles, ski goggles);
  • Glasses designed to block blue light from digital screens.

Free Eye Exams for Children

The RAMQ also covers the cost of eye exams for children under 18 years old. This benefit is available to all families, regardless of whether they have private insurance.
